Where a building was never plumbed for laundry in the apartments, the usual answer is a shared room downstairs. Where a machine has gone into the unit itself, and the apartment has no exterior wall at the laundry, one answer is a ventless machine, either a condenser dryer or a heat-pump one. Those have no duct and no hood, so there is nothing to snake and nothing for us to clean. They do have a second filter and a small heat exchanger behind a panel at the bottom of the machine, and when that packs the dryer runs but stops drying. That is appliance maintenance, and it is worth knowing it exists before anyone sells you a vent cleaning on a machine with no vent.
The other thing these buildings produce is a vented dryer installed anyway. Sometimes it goes into a plastic box of water sitting on the floor behind the machine, sold as an indoor lint trap, which puts every load's moisture straight into the apartment. Sometimes it goes through the corridor wall and discharges onto the open walkway outside the front door at roughly head height, where the lint lands on the railing and everybody walks through it. Both are routing problems rather than cleaning problems, and clearing them repeatedly is a poor substitute for a run that ends somewhere sensible.
